Effectiveness of Environmental Urban policies to improve Resources Efficiency

February 2021

Which future for EU Urban Policy?

Faced with the challenges still arising from the COVID-19 restrictions and forcing us to postpone or move online again study-visits and project meetings, we geared up our efforts towards a deeper analysis of the situation of urban policies in our territories and beyond. One question kept turning in our heads: how the future EU Urban Policy should look like? Our answer to this is so far taking the shape of multiple reports as you will discover in this new issue of EUREka!

We hope that EUREka! will once more inspire you to implement a new kind of territorial development, based on sustainable and resource-efficient urban policies, while also informing you on the steps took by EURE partners in the improvements of their own policy instruments.

What do small and peripheral cities have in mind regarding the priorities of urban policies?

Partners are working on an additional report focusing on the position of the small/medium and peripheral cities regarding the priorities of urban policies. It aims to answer the following question: how to improve the presence of the small and medium cities in the definition of the European Urban Policy and their participation in funds allocated by the future equivalent Article 7 of the ERDF Regulation to urban policies to ensure that its priorities are in accordance their needs?

Regional Reports are on their way

Together with our experts, we have also finalised our Regional Reports, which will soon be published on the EURE website. You can already look forward to this analysis of the EURE territories, their policy instruments but also to a selection of regional actions and good practices on urban resource-efficiency, environmental management performance, and green growth and eco-innovation.

BEHIND EURE

What's happening at local level
Towards a circular economy in cities in Lubelskie

Circular economy was in the focus of the meeting between representatives of several cities in the Lubelskie region during the third local stakeholders meeting. This discussion was instigated by a presentation of an expert from the Nicolaus Copernicus University in Toruń featuring examples of circular economy actions from various cities around the world.

HOPE project starts its main working site

Some news from the Urban Innovation HOPE project in Empoli, that EURE partners visited last year. Restoration work on the former hospital "San Giuseppe", the most significant site of the great program of restoration in the historic centre started. A multidisciplinary creative centre where new activities can live in close synergy with the existing ones will emerge from the old stones.

AROUND EURE

Keep an eye on what is going on in the nine territories and further
Eixo Atlántico cities’ role in post-COVID-19 world

The Conference of Presidents of the Eixo Atlántico unanimously vindicated the determining role that cities and municipalities have played during the pandemic, covering with their own resources the deficits of other administrations from the most urgent social and health aspects, including educational ones, to cultural aspects and the motivation of the population to resist confinement.

Urban adaptation in Europe

The latest Assessment Report of the European Environment Agency focuses on the status quo of adaptation to climate change at the local government level, with particular focus on cities. It presents the overview of climate risks to cities, types of adaptation responses, extent of adaptation planning and actions at the local level in Europe and opportunities to scale up and speed up implementation of adaptation to climate change at the local level.

New Leipzig Charter for urban development adopted

EU Member States' ministers responsible for urban development adopted the New Leipzig Charter. Reflecting the principles of modern urban development policy, the charter aims to bolster integrated urban development for the common good, in the interest of preserving and improving quality of life in all of Europe’s cities and communities. The principles of the New Leipzig Charter are meant to be incorporated into national, regional and local urban development strategies.

EURE NEVER STOPS...

Soon the Regional Reports will finally be unveiled! Following this, the work on the policy instruments will be pushed one step further. During the preparation of these reports and meetings with our local stakeholders and experts, we identified several good practices. After a thorough screening and evaluation, they will be made available on the EURE’s website. While we are working on this aspect, we are not forgetting the study-visits originally planned. Although we keep hope that some will take place physically, we are already preparing our first online discovery of local practices.

The EURE project - Effectiveness of Environmental Urban policies to improve Resource Efficiency - proposes the exchange of experiences as a way to improve the environmental performance management of EU urban spaces, including the urban areas with a low population density.
